[xen stable-4.14] x86/spec-ctrl: Fix the rendering of FB_CLEAR

    x86/spec-ctrl: Fix the rendering of FB_CLEAR
    
    FB_CLEAR is a read-only status bit, not a read-write control.  Move it from
    "Hardware features" into "Hardware hints".
