[xen stable-4.15] x86/boot: Move MSR policy initialisation logic into cpu-policy.c

    x86/boot: Move MSR policy initialisation logic into cpu-policy.c
    
    Switch to the newer cpu_policy nomenclature.
    
    No practical change.
