[Xen-cim] Xen CIM call today

I'd like to briefly discuss the API changes proposed by Daniel to support inactive DomU's in libvir, then spend the rest of the time going through the LTC CIM provider architecture and Jim's libvir shim code, and if we have time identify todo's for converting the CIM provider fully to libvir and gaps in the current classes relative to the latest DMTF model. Since I cannot post the DMTF docs of draft mofs please access the DMTF WG (http://www.dmtf.org/apps/org/workgroup/redundancy/).

I have also made some changes to the LTC providers (I still need to check them into the hg repository) and updated the UML diagram accordingly (attached).
