hi, I was also facing the issue .I updated my Core kernel to kernel 2.6.14-1.1644 FC4 and was able to create a domain without any more errors . Also latest Xen kernels like FC4-1532 seem to be giving errors like Not enough memory allocated for Domain-0 .
