I've done some work with OpenVPN in dom0, but needed to recompile the dom0
kernel and in the past there was a character device number conflict w/ Xen and
the tun device that should be long gone.  

Have you tried recompiling the domU kernel after enablng the tun/tap module in
the xen-U kernel config by hand?
