Sounds like the directories:

/var/run/xenstored
/var/run/xend

are not being created.

I added the following code to /etc/init.d/xend which seems to make the
problem go away, unfortunately it doesn't happen immediately on boot
(anyone else suggest why?) So when I boot the server I go #
/etc/init.d/xend restart

That generally fixes it.

        if [ ! -d /var/run/xenstored ] ; then
                mkdir /var/run/xenstored
        fi

        if [ ! -d /var/run/xend ] ; then
