Is there a way for Dom0 to find out what a running DomU kernel is,
whether its x86-32, x86-64, pae?

You started that kernel by defining it in the xen config, which is a
file residing in the dom0.

Exact kernel feature can be found in
/boot/config-2.6.16-xen for a default install from sources and xen
binary packages. For distribution specific xen binaries, the name of
this file can vary slightly.
