Maybe you tell what kind of card you are trying run, and if you try to run it in domU or dom0, then it's a bit easier to help you. Most people here have not much time for guessing your environment. You can try to build and install xen from stable/testing/unstable sources (in that order) and see if your hardware runs better then.
