I don't exactly get what you mean by "static processor portion", but
you might read the wiki page about scheduling., and the docs,  try it
out, and then come back later and ask about the things you didn't
understand or what went wrong when you tried it out.

In general it's a good idea to read docs, try out, and then ask
questions if you don't find your way further.
