You problem must be local; this is the status of a DomU's NTP:
# ntpq -p rkdvmsod
     remote refid st t when poll reach delay offset jitter
==============================================================================
 LOCAL(0)        LOCAL(0)        10 l   27   64  377    0.000    0.000   0.001
*rkdvmso1.dvm.kl 192.168.0.11     4 u   59 1024  377    0.070   -0.161   0.762
+rksapas02.dvm.k 192.168.0.61     5 u   98 1024  377    0.094   -0.120   0.035
+rksapas08.dvm.k 192.168.0.64     5 u   92 1024  377    0.376   -0.108   0.084
