One thing to try, if you haven't already->
 
After enabling in the bios, be sure to actually power off your machine for 10 seconds, don't just do a soft reset or the VT setting may not be implemented.

- Is the VT enabled by default in XEN kernel?
- If Not, Is there any method to enable VT in Kernel?
