Yes, and you can backport tail lights onto a horse. Doesn't make it a 
good idea: there are very fundamental differences between the 2.4 and 
2.6 kernel code bases, so large as to make such backporting a real waste 
of manpower. Update the 2.4 system to 2.6, if at all feasible.
