I fixed the problem!  Turns out in the Xen kernel the menuconfig "AT Keyboard" option in Device Drivers->Input Devices->Keyboard can be set explicitly.  In the standard Gentoo kernel, this option is implicit and cannot be set through menuconfig.  This option corresponds to the setting CONFIG_KEYBOARD_ATKBD=y in the .config file.

USB keyboard by any chance?

If so, try a PS/2 keyboard.
