Maybe, fully virtualized...

If yes, where to get or how to build the modified 2.4.18 guest kernel?

If maybe, you don't get or build - you need hardware.

If no, do I run 2.4.18 guest kernel on XEN 2.0.x and FC6?

And at this point, because you've slacked on researching this
yourself, I ask, "why did you think could virtualize this machine.
And, further, why would you want to??" It's Linux(tm) for gods sake -
move the function to software from this Millennium.
