In general, xm console doesn't work in fully virtualized domains unless
you also set the OS to use serial port as console (which isn't really a
viable option in Windows anyways). 

I'd like to see your /var/log/xen/qemu.<pid>.log (the one for the
qemu-dm running at the time when you start w2k3-001). 

Also check "xm dmesg" to see if it's got any errors...
