Yes, the limit for 32-bit PAE is 16GB, and it's because Xen uses the upper two 
bits for "internal use" in the page-table entry. 

If you use 64-bit Xen hypervisor + Dom0 and use the latest 3.1 release, you 
should be able to run 32-bit PAE guests on top of that, and use ALL the memory 
in the machine. Or simply use 64-bit guests as well, of course.
