You can run 32-bit HVM guests with no problem, but only 64-bit
paravirtual guests. In 3.1 there is support to run 32-bit PAE guests,
but non-PAE is still not allowed. The non-PAE is more problematic to
implement due to page-table format issues. The PAE-guests use the same
page-table format as 64-bit [except for 64-bit having one more level of
page-table entries], which makes a lot of the code exactly the same.

As described above, you can't. 

However, with very few exceptions, 64-bit guests should be able to run
32-bit apps just fine.
