Whatever u gives in config file is the maximum no of cpus then u can set for that domain.
So if u set vcpu=1 then u cant set more that one.
If u set vcpu=8 in config file then u can vary vcpu from 1-8, but not more then 8.

The reduction/increase of the memory are work fine with parameter maxmem in the config file. Exists something similar in relation vcpus?
