Did you remove 3.1 before installing 3.0.3?  If not, is it possible that
you are loading Xen 3.1 at boot time, but xm, xend and all the userspace
tools are Xen 3.0.3, or vice versa?

Other than that, are you getting any error messages?  Any relevant log
entries?
