Try to specify
    (dom0-cpus 0)
in your
    /etc/xen/xend-config.sxp
file
and restart xend after that.

That is already specified by default. I've restarted xend to make sure that nobody has changed this and has not restarted the daemon.

Why do you think that specifying this would help to solve the problem?
