If you installed Xen 3.1 on your host system (and a corresponding new dom0 
kernel) then you can run 32-bit PAE guests directly on a 64-bit Xen without 
using HVM.

I imagine Redhat will add Xen 3.1 to a future point release of RHEL in any 
case.  But there are some packages for Xen 3.1 on RHEL on the XenSource 
website.
