Definitively not a Xen-related question.

For debian and many distribution, you can prevent a module to be loaded by
adding it to /etc/modprobe.d/blacklist in the DomU.

echo "fan" >> /etc/modprobe.d/blacklist
echo "thermal" >> /etc/modprobe.d/blacklist
