I've not tried that, but I have successfully had Plan 9 running as a PV guest 
on non-PAE Xen.  It took a bit of hard thinking, and following the guidelines 
on the Plan 9 website / wiki but eventually I was able to complete the entire 
install and get the domain running entirely under a PV environment.

You can make a graphical connection to a Plan 9 guest using "drawterm" under 
Linux (once you figure out how to make Plan 9 let you do that ;-)
