Not sure if this is the problem, but I think you need to turn ARP off on
your bridge interfaces. Something like:

"
ip link set xen-br0 arp off
"

or, if you prefer ifconfig:

"
ifconfig xen-br0 -arp
"

should do the trick. On my system, xen-br0 would sometimes respond to
arp requests, even though it had no IP address of its own.
