If you intend them to run at the same time, yes that will be a problem. Easily solved by randomizing a mac address in its xen config when you clone it, though.

If you intend one virtual machine to be the fallback for another one and they never run at the same time, having the same mac-address is harmless, but keeping it different may still make sense.
