Is there a particular reason that you need Ubuntu kernel packages and
runtime? I went down the same path with Debian but just had problem
after problem and in the end just did downloaded the source from xen and
compiled and installed it.

The only thing I lost was the ability to automatically switch runtimes
based on the version of xen/linux I booted, but I never used it so it
wasn't a big loss.

If you go down the path of trying to make patches apply to an existing
Ubuntu kernel source then you will be on your own as far as support goes
- Ubuntu probably won't want to talk to you since you have put patches
on their kernel, and xen-users/xen-devel probably won't want to talk to
you for the same reason.
