Yes.  I run OpenVPN (and IPSEC) server under a CentOS PV domU under a 
CentOS dom0.  You just need to configure how you want xennet to handle 
the PV.  Everything else, you'll want to follow OpenVPN "best-practices" 
off their documentation.
