What does the rrd stat show? Can you reliably (form the stats) say
that the rate and ceil limit are enforced as expected?

AFAIK htb has problems enforcing ceil limit when working with packets
> MTU (which might happen if LSO is enabled).

Disabling LSO works, but I prefer not to do that.
Setting htb mtu to 65536 seems to limit the ceil to be around twice
the number I set.

If your main goal is traffic classification/priority this might not be
a problem though.
