AFAIK htb has problems enforcing ceil limit when working with packets > MTU (which might happen if LSO is enabled). https://bugzilla.redhat.com/show_bug.cgi?id=481546 Disabling LSO works, but I prefer not to do that. Setting htb mtu to 65536 seems to limit the ceil to be around twice the number I set. If your main goal is traffic classification/priority this might not be a problem though.
