Thanks for right point. ebtables was the culprit.

Ah,  i do that and it's usually 'good enough' for me.  I believe there
are improvements to be had in tweaking interupt throttling

the only other thing I think might help is this: echo 0 > /proc/sys/net/bridge/bridge-nf-call-iptables
(which is bad, though 'cause it means no antispoof.)
