With some Linux distro’s it’s possible that during deployment, to set the ip address of the server before it boots for the first time.

 

Has anyone been able to do this for windows?

 

Not that I have done this specifically but I think the place to start is with the Windows Deployment Tools.  Lot’s of information available on Microsoft’s website and via Google.
