That doesn't seem right, State shouldn't be all blank, and Time(s)
shouldn't be 0. Not when it has already done something (like booting).
Try chaning disk line to be like this (for troubleshooting purposes)

disk    = [ 
'file=/200GIG/windisk.img,hda,w','file:/home/user/Server2003_CD1.iso,hdc:cdrom,r'
]

Also keep vncviewer line deleted, disable selinux or similar (if you
have it running), and paste the last few lines of xend.log that might
seem weird.
