Check your boot loader kernel params also. If GRUB, /boot/grub/menu.lst.
I'd look for "nosmp". This was probably done for performance reasons - 
although I never found out exactly why. Maybe to use only one physical 
CPU for dom0.
I think it should be ok if xm top's showing 4 CPUs.
