Check your boot loader kernel params also. If GRUB, /boot/grub/menu.lst.
I'd look for "nosmp". This was probably done for performance reasons - although I never found out exactly why. Maybe to use only one physical CPU for dom0.

I think it should be ok if xm top's showing 4 CPUs.

3rd line, look for "CPUs".
I don't run Debian, but I'm wondering if there's a separate SMP kernel
for Debian and you have a non-SMP kernel installed?
I dont know, this kernel was installed by default when we setup this dom0.
