first of all thanks for your answer.

The system is Win2008 R2 and SystemStartOptions is set to "TESTSIGNING
NOEXECUTE=OPTOUT".

Can you tell me exactly what version of Windows you are running?

Also, what is the value of SystemStartOptions in
HKLM\SYSTEM\CurrentControlSet\Control

I've only tested that error message under Vista at this point... maybe
Windows 7/2008R2 is different?
