i'm surprised if this'll in fact be the case, as both

>  /usr/sbin/xenpm set-scaling-governor ondemand
>  /usr/sbin/xenpm set-scaling-governor performance

in the boot.local script clearly take effect @ boot.  just NOT the last cmd

>  /usr/sbin/xm sched-credit -d Domain-0 -w 512

in any case, np dealing with it.
