So who is right?

Got around a dozen dom0s running Centos 5 x86_64 with Xen 3.4.2 from gitco.de/repo/. No problems till now.
And yes, you can use 32bit domUs on 64bit dom0 (even in paravirt mode, each domU can have its own kernel).
