Try

disk = [ 'file:/root/xenwin.img,hda,w',
 'file:/opt/Windows-Xp.iso,hdc:cdrom,r',]
fda='file:/root/win-boot.img,fd:floppy,r'
boot = "cda"

run "xm create --help_config" for details.
