May be that helps here:

i use NetBSD as PV guests since several years on Xen 3 (Gentoo xen linux too) 
under hard loads which operates very stable. At that time i've switched from 
FreeBSD as FreeBSD on Xen was unstable and xen developement was not priority - 
but it was easy to migrate my most FreeBSD guests to NetBSD. As i've heard from 
several users FreeBSD should be working now too - but didn't tried it further 
in the last.

However, i'm not shure if and how stable OpenBSD runs as PV Guest until today.
