I have an AMD 64-bit with 1 GB of RAM with xen-server installed,
how many virtual machines can be running simultaneously?

Depends on the requirements of the VMs, but 1GB RAM is not much. 

I have two servers with 4GB each, one has 7 VMs and the other only 4
