It's been like that since the beginning of upstream pvops Xen domU kernel 
support.. 
aka since Linux 2.6.24.

Note that some distros have shipped non-pvops kernels, like Debian lenny 
2.6.26-2-xen,
which is based on the old Xenlinux patches.
