The best way to control cloud is using 'hands'. All operation can be
performed from command line.

Xenapi exists for automations purposes.

All conrols (including Citrix) are lacking support for some features of
XCP.

If you wish just run-and-stop your VM's - openxenmanager IMHO pretty
fine.
