In Debian Squeeze pygrub is inÂxen-utils package:
dpkg -S pygrub
xen-utils-4.0: /usr/lib/xen-4.0/lib/python/pygrub-0.3.egg-info
xen-utils-4.0: /usr/lib/xen-4.0/bin/pygrub

Well, it has Actually never been part of the debian packages, but I
think its just a matter of time before someone makes a package for it.
The debian Xen maintainers seemed interested, and so I don't think this
should run into any issues.

I've been meaning to package pv-grub, but have been too lazy so far.
