You want
on_crash="destroy"
on_reboot="destroy"

instead of restart. Then, upon reboot, it will destroy the current VM.
You'd then used a running config that uses pygrub as your bootloaded
instead. This config would have

on_reboot="restart"
on_crash="restart"
