Ask Debian maintainers. The bug report mentions a patch has been
available for over 4 months.

- Don't use Debian, or
- Download the source package (something like "apt-get source" ...),
apply the patch manually, and build the package, or
- Compile xen userland tools (and possibly the kernel?) from xen.org sources
