There's your problem then. Pretty basic IP stuff, not related to Xen. 
If your DomU does not have an IP address in the same subnet as your 
DomUs then it won't be able to communicate with them (at least 
without a router somewhere to move the packets about).
This may also be the problem with other machines - it might not be 
the firewall, it might just be that there's no route for packets. As 
to firewall config, there's no way I could know, they can be set up 
with a wide range of policies ranging from one extreme of "everything 
blocked in and out except for the specific traffic that's needed" 
through to "fairly open and only specific stuff blocked".
The fact that DomUs can connect to the Dom0 does suggest that there 
is a gateway somewhere on the network. So have you configured NAT 
anywhere ?
PS - can you fix your mailer - it's a pain having to manually fix 
stuff that your mailer has helpfully broken by changing 
"10.32.0.0/16" to "<http://10.32.0.0/16>10.32.0.0/16". Just using 
plain text would do.
