I recently upgraded from Xen 3.3 to Xen 4.1. I've overcome most of the
hurdles involved but one that I haven't been able to work around is that
when restarting a domU (say with "shutdown -r now") causes the domU to
be shutdown/destroyed instead of restarted. In my domU config I have
the following:

on_poweroff = 'destroy'
on_reboot   = 'restart'
on_crash    = 'restart'

This worked fine under Xen 3.3. I'm using xencommons and xl to start
domains instead of xend if that has anything to do with it. Any help
would be appreciated.
