I would look at the Mysql configuration.  By default it may only be listening
to localhost.  What's going on with Mysql in dom0 should be totally independent.

Look for some lines like this:
        # Instead of skip-networking the default is now to listen only on
        # localhost which is more compatible and is not less secure.
        bind-address            = 127.0.0.1
