Assuming we are speaking about Dom0 kernel here, to my knowledge 3.2 doesn't 
have
implemented power management. When I see it right, it's in upcoming 3.4.

I'm setting up a new xen server with Debian squeeze  am trying the 3.2 kernel 
from squeeze backports.
xenpm get-cpufreq-states  on 3.2 kernel returns nothing.
With  Debian squeeze 2.6.32 xen kernel xenpm  works.

Is it possible to get xen  power management working with 3.x kernels?
