My apologies, the answer for this is a quick one, and I should have gotten back with you sooner, as I'm not sure if anyone else has used this particular chip in an IOMMU setup... well, anyone else on the mailing list anyway ;)

I can't speak to the support of an ACPI IVRS table (mostly because I don't know what that is!), but I've done passthrough with that chip successfully on Xen (just proof of concept testing) and extensively on ESXi.  GPLPV doesn't seem to like full AMD setups when passing video cards.  This may not be accurate anymore, and I plan to try Xen on the build again, but a friend of mine is holding the machine hostage. Perhaps I'll get back to that in another month or so :P

So! The board I can recommend for that chip is the Gigabyte GA-990FXA-UD7.  I run the exact same chip in it and can confirm that IOMMU works.  If there's a way to tell through dmesg or something whether or not the feature you're looking for works, and you're willing to wait a couple weeks for me to get the box back into my hands, I can drop you a line if you like.  Just let me know.
