can you supply your guest configuration please, as well as the specific
values you are trying to mem-set (and the output of those commands).

Also the output of
  # xm list
  # xenstore-ls -fp | grep target
after creation and after attempting to mem-set would be handy. Also the
content of /sys/devices/system/xen_memory/xen_memory0/target_kb ,
MemTotal from /proc/meminfo.
