You need to install XCP, rather than the xend or xl toolstacks which you
get by default with the Xen packages on most distros (including  . Have

If the xapi daemon is indeed running then you likely need to check
firewalls and things like that since the xe tool can't even connect to
it, which is a much more fundamental problem than not being able to
import an OVA. Do things like xe vm-list work?

XCP questions are often better directed to the (badly named) xen-api@
list.
